Some Years Ago Our Japanese Counterparts Asked Us To Resume The Discussions Of The Issue And So We Did Meeting Them Halfway. Over The Passed Couple Of Years The Contacts Were Practically Frozen On The Initiative Of The Japanese Side, Not Ours. At The Same Time, Presently Our Partners Have Expressed Their Eagerness To Resume Discussions On This Issue [the Kuril Islands].

The Participants Expressed Anxiety About The Problems The Defense Ministry Had Been Meeting In Realizing Its Plans For Future Development.

I Believe That A Country, Russia In This Case, Which Can Defend The Honour And Dignity Of Its Citizens, Protect Their Lives, And Fulfill Its International Legal Commitments Under The Peacekeeping Mandate, Will Not Find Itself In Isolation, No Matter What Our Partners In Europe Or The United States May Think, Expressing Their Bloc Mentality.

This Is Not Only A Matter Of Relations Between Russia And The United States. In My View, Any Restrictions In The Economic Sphere That Are Dictated By Considerations Of Political Expediency Are Extremely Harmful For The World Economy As A Whole. This Destroys Unity And The Rules Of The Game.
