Previous Congressional Resolutions Of Support Provide Only Limited Authority. Although Congress May Decide That The Previously Approved Resolution On Vietnam Given President Johnson Is Sufficient, The Issue Of A Declaration Of War Should At Least Be Put Before The Congress For Decision.

I Deplore The Need Or The Use Of Troops Anywhere To Get American Citizens To Obey The Orders Of Constituted Courts.

And The Next Thing Is That Every War Is Going To Astonish You In The Way It Occurred, And In The Way It Is Carried Out.

May We Never Confuse Honest Dissent With Disloyal Subversion.

Yet, In Holding Scientific Research And Discovery In Respect, As We Should, We Must Also Be Alert To The Equal And Opposite Danger That Public Policy Could Itself Become The Captive Of A Scientific-technological Elite.
